CITTA METROPOLITANA’: THE EXAMS FOR THE ROLE OF NON-LINE PUBLIC TRANSPORT SERVICES ARE RESTARTED. Following the recent meeting of the Aims president, Paolo De Santis, at the Rome Metropolitan Traffic Department, on the urgent need to reactivate the exams to ascertain the eligibility requirements for enrollment in the role of drivers of vehicles used for services of non-scheduled public transport, Aims participated this morning in the meeting convened at Palazzo Valentini by the Capo di Gabinetto of the mayor. The information provided is summarized below:

• by November 8th, the exams will be carried out for all overdue applications (2020 and 2021)
• subsequently, with a deadline of 31st December, the exams will be carried out for the approximately 400 applications received in the current year.
The administration has made a commitment to create, for the new year, an innovative mechanism, which establishes rules to ensure the rapid satisfaction of the flow of applications. The digitization, at least partial, of the procedure will be one of the innovation factors.
◼️ JULY 22nd, 2022 – AIMS PRESS RELAISE – On Monday 25 the Chamber of Deputies is expected to approve the Ddl Concorrenza, in a text that, disregarding the indications from the Senate, once again puts the Italian state against EU competition law and freedom of establishment. The excerpt of art. 10, decided by the Montecitorio group leaders’ conference, disregards the principles that the Republic subscribed to in Brussels, and the parliament ratified in Rome, regarding competition and the right of establishment. A very serious decision, taken in a politic moment after the President of the Draghi Council had agreed to conduct ordinary administration until the electoral deadline. It is evident that, even on this occasion, the action of a few violent people found support in some parties, even in those of the majority that had approved the article in the Senate, unlike what Draghi had said in the Senate, days ago, asking to not to give “support to unauthorized and sometimes violent protests”, with explicit reference to the actions of taxi drivers. It is my duty to remind parliamentarians, the government and the President of the Republic, to their responsibilities. I am addressing in particular the parliamentarians who are preparing to run the election campaign, filling the mouth of Europe as always. Voters will be able to judge the contradiction between uttering empty slogans and expressing a vote in parliament that is against Europe and the Italian citizens, not in favor of this or that productive category.

The president of Aims, Paolo De Santis, today met with dr. Stefano Orlandi, manager of the Mobility and Transport department of the metropolitan city of Roma Capitale. The subject of the meeting, requested by Aims for the protection of its members and more generally of the NCC category, was the lack of drivers linked to the delay in restoring a schedule of exams for the role of driver, consistent with the strong demand for NCC in run for months in the Roman metropolitan area.
De Santis pointed out how, following the generalized suspension of the Covid-19 emergency, the market has for months been expressing a strong push to incoming tourist flows and internal traffic, which unfortunately cannot meet an adequate response in the offer of the service quality guaranteed by the Ncc sector. On the one hand, rental companies find themselves having cars parked in the garage that do not find authorized drivers, on the other hand they risk burdening the drivers on duty with excessive workloads.
De Santis asked for an immediate commitment from the department to put an end to a situation that penalizes not only operators in the NCC sector, but the entire economy of the metropolitan city, due to the repercussions that come from it to the entire tourism and consumption chain. .
Orlandi assured that from the second half of September the exams will resume at the rate of about 70 candidates per week, so as to dispose of the more than a thousand questions accumulated between 2020 and 2022 in time for the Christmas holidays, another period of high tourist season. .
Aims remains vigilant and promises, if necessary, a further intervention in the appropriate locations, at the beginning of autumn.

◼️ JULY 8th, 2022 – The president of Aims, Paolo De Santis, has been invited at 2.00 pm at the Italian Ministry of Sustainable Infrastructure and mobility for a further discussion between NCC organizations and Deputy Minister Teresa Bellanova, on the DDL Concorrenza. The meeting took place after the one that the Deputy Minister had held at 11.00am with the union representatives of taxi drivers.
◼️ JULY 4th, 2022 – The president of Aims, Paolo De Santis, has been again invited to Italian Ministry of Sustainable Infrastructure and mobility to discuss about the DDL Concorrenza. The union representatives of taxi drivers met at 13.00 and the NCC organizations at 17.00. The two meetings chaired by Deputy Minister Teresa Bellanova.
◼️ JUNE 27th, 2022– The president, Paolo De Santis, has been invited to the meeting at the Italian Ministry of Sustainable Infrastructure and mobility to discuss about the DDL Concorrenza. Two working tables: the first with the union representatives of taxi drivers (at 10.30am); the second with the most representative NCC organizations (at 2.30 pm). The two meetings were chaired by Deputy Minister Teresa Bellanova.

Il presidente dell’Associazione imprenditori per la mobilità sostenibile, Aims, Paolo De Santis, parlando alla riunione convocata da Teresa Bellanova, viceministro del ministero delle infrastrutture e della mobilità sostenibili, nei suoi uffici, con la categoria del noleggio con conducente, Ncc, ha affermato che, sul DDL per il Mercato e la Concorrenza 2021, “il governo deve tirare dritto per la sua strada, auspicando che la Camera possa migliorare il contenuto dell’art. 10 per il pieno rispetto delle leggi Ue su libertà di stabilimento e concorrenza. Senza concorrenza il mercato muore, e senza rispetto del diritto di stabilimento si cancellano le conquiste del mercato interno Ue”, ha affermato De Santis. (ANSA).

Il presidente dell’Associazione imprenditori per la mobilità sostenibile, Aims, Paolo De Santis, uscendo dalla riunione convocata dalla viceministro del ministero delle infrastrutture e della mobilità sostenibili, nei suoi uffici, con la categoria del noleggio con conducente Ncc, ha affermato che, sul Ddl Concorrenza, “il governo deve tirare dritto per la sua strada, auspicando che la Camera possa migliorare il contenuto dell’art. 10, o almeno mantenerlo nell’attuale versione, per il pieno rispetto delle leggi Ue su libertà di stabilimento e concorrenza”. E’ quanto si legge in una nota.
“Chi vuole lo stralcio dell’articolo 10, si prende grandi responsabilità. Senza concorrenza il mercato muore, e senza rispetto del diritto di stabilimento si cancellano le conquiste del mercato interno Ue”, ha affermato De Santis, aggiungendo che basterebbe mettersi dalla parte dei cittadini e di chi si sposta per lavoro o turismo, per capire cosa vuole la gente.

Abbiamo commentato la circolare del Ministero delle Infrastrutture che ha messo nero su bianco il superamento delle limitazioni alla capienza sui veicoli Taxi e NCC sancito dall’ordinanza del 1 aprile del Ministero della Salute.
Una battaglia che ho portato avanti e vinto grazie proprio all’interlocuzione diretta con le associazioni di categoria. Questo pomeriggio con loro abbiamo analizzato anche le nuove sfide e le opportunità per tutto il mondo degli N.C.C.
